Winona Area Public Schools board has said it may announce plans to close one or several of its elementary schools later this year. But Bob Sebo, chairman of the Winona branch of the Minnesota Heritage Preservation Commission, has suggested studying whether any of the schools - Washington-Kosciusko, Jefferson, Central and Madison - are worthy of historical protections.
